The Prioritised Action Framework (PAF) is conceived as an instrument for strategic multiannual programming that will facilitate setting the objectives and priorities for co-financing the Natura 2000 network, identifying the potential contribution of each Community Fund in the multiannual financial framework for the period 2014-2020.
The PAF is a document that should allow Member States to organize and provide the necessary information about their financing needs for Natura 2000. The main sections of the PAF, according to the format that has been agreed with the European Commission), are the following:

1. General overview of the Natura 2000 network in Spain
2. Conservation status of habitats and species
3. Legal and administrative provisions for the protection and management of the Natura 2000 network
4. Current experience with the use of EU financial instruments
5. Estimate of financial needs for the appropriate management of the Natura 2000 network
6. Strategic conservation priorities and objectives for Natura 2000 for the period 2014-2020
7. Description of key measures to achieve those priorities and objectives

The PAF has been elaborated on the basis of the information and documentation provided by the administrations responsible for the management of the Natura 2000 Network in Spain. Other relevant information on conservation of species and habitats (e.g. strategies and plans for the conservation/recovery of species, atlas of threatened flora and fauna in Spain, etc.) has also been taken into account.
