Identification and implementation of innovative financial mechanisms

The Prioritised Action Framework (PAF) will set and identify potential funding sources for the identified measures in order to mobilize the resources of the main financial instruments of the European Union. However, the increasing difficulty to allocate public resources for biodiversity conservation programs requires the use of innovative financial mechanisms.

To evaluate the possibilities that these mechanisms can provide for the management of the Natura 2000 network, information based on other experiences that have been carried out in Spain will be collected and a study for analyzing various possible mechanisms (payments for environmental services, labelling and certification; approaches based on the benefits for the public welfare, investment flows, environmental responsibility and compensatory measures, voluntary agreements, etc.) will be carried out. After this step, a system for the implementation of these mechanisms will be drawn.
